DIGITAL CALESA. Cooperation for legal, social, academic and digital advancement in the Philippines
Project overview
Based on the results and lessons learnt from CALESA project (Erasmus+ Capacity Building in the Field of Higher Education funded by the European Commission and implemented between 2020 - 2024), the DIGITAL CALESA project was launched with the ultimate goal of generating and sharing innovative and transformative knowledge to promote sustainable and inclusive justice development in the Philippines. It is the result of a partnership with the Department of Justice of the Philippines, the Supreme Court (SC), the Institute for the Governance and Law Reform, the Philippine Judicial Academy and Spanish and Philippine Universities linked to the Calesa project.
OBJECTIVES
General Objective: Strengthen legal cooperation between Spain and the Philippines as a powerful tool to meet the challenges posed by technological development, while continuing to strengthen judicial institutions and support the rule of law.
Specific Objective 1: Contribute to improving the functioning of the judiciary and citizens' access to justice through the formulation of legislative reform proposals to advance the digitization of the Philippine judiciary.
Specific Objective 2: Contribute to the strengthening of the civil justice system by assisting the Supreme Court of the Philippines in the implementation of its "Strategic Plan for Judicial Innovations 2022 2027".
OUTPUTS
- Three legislative reform proposals drafted by the Institute for Governance and Law Reform
- A guide for the efficient, quality and ethical design of technological tools and their use in the judiciary.
COUNTERPART
FIIAPP will act as the coordinating entity and will be responsible for the execution and technical and financial justification of the action. It will also be responsible for the identification and mobilization of Spanish public experts who will participate in the preparation of reports and proposals for legislative reform.
