Strengthening the governance and economic models of local government units through inter LGU alliance in the Bangsamoro Autonomous Region in Muslim Mindanao

Project overview

This proposed project aims to enhance security through proactive local conflict resolution, while promoting the rule of law and a culture of peace. Additionally, it aims to foster collaboration and collective action among Local Government Units (LGUs) in Maguindanao del Norte and Basilan Province of BARMM to improve economic productivity, inclusivity, and sustainable development within the BARMM region. The project comprises two tracks: 1. Strengthening the Iranun Development Council in Maguindanao del Norte to enhance collective efforts among municipalities and the Provincial Government, focusing on a shared local development agenda to address common challenges. 2. Supporting the expansion of the Inter-LGU Alliance of Basilan Province, particularly in the fishery and seafood industry, to drive growth and innovation within this sector, benefiting the entire province.

OBJECTIVES

 

SO1. To consolidate gains in security, taking a proactive approach in local conflict resolution, and promoting the rule of law and a culture of peace.

SO2. To strengthen the Iranun Development Council (IDC) as a vital platform for addressing shared development priorities, fostering economically viable ventures that create local employment, wealth, and ecological sustainability, while enhancing LGU capacity for development, security, and governance transparency, and improving community well-being through critical service provision and enhanced program management capabilities.

SO3. To enhance the capacity of the Inter-LGU Alliance of Basilan in fishery/seafood product development, production, and marketing.

OUTPUTS

 

  • To consolidate gains in security, taking a proactive approach in local conflict resolution, and promoting the rule of law and a culture of peace.
  • To strengthen the Iranun Development Council (IDC) as a vital platform for addressing shared development priorities, fostering economically viable ventures that create local employment, wealth, and ecological sustainability.
  • To enhance the capacity of the Inter-LGU Alliance of Basilan in fishery/seafood product development, production, and marketing.

COUNTERPART

The Cotabato City-based Institute for Autonomy and Governance (IAG) has been at the forefront of capacity building, research, forums, dialogues, and conferences on autonomy, federalism, good governance, and the Mindanao peace process. IAG has been a partner of the Spanish Government thru AECID in providing technical assistance in implementing the project “Modeling Inter-LGU Alliance in Basilan” from 2017-2021, which led to the setting up of local radio station and the formation of the Western Basilan Alliance (WBA) in the Province of Basilan, BARMM, Philippines.
